UTOPIA Fiber is widely recognized as the United States’ leading municipal Open Access fiber network. Founded in Utah over 20 years ago, the organization has steadily grown its footprint. First across Utah, then into Idaho and Montana, and now its most ambitious expansion yet: California. With construction already starting in early 2026 under the new brand Golden State Fiber, the project is positioned to become one of the most significant Open Access initiatives in the country.

As Chief Operating Officer, Jeff Erwin plays a pivotal role in shaping UTOPIA Fiber’s operational strategy, network expansion and day-to-day service delivery. With a background in large-scale infrastructure deployment and a personal passion for digital equity, Jeff oversees everything from construction timelines to service activation processes to the technical partnerships that make UTOPIA Fiber run efficiently.

Why open access matters

For UTOPIA Fiber, open access is not a trend, it’s a mission. The company builds and operates municipal fiber infrastructure and then leases access to a marketplace of independent Internet Service Providers (ISPs). This approach provides communities the long-term benefits of modern fiber infrastructure without the limitations of single provider lock-in.

According to Jeff, one of the biggest advantages is consumer choice. “If you don’t like the ISP you picked, it’s as simple as calling UTOPIA Fiber and saying you want to move. Within 30 seconds we’ll have your account moved.” No new installations, no lengthy cancellation calls, no equipment swaps are needed, just seamless choice and freedom. In contrast, switching traditional providers requires customers to return equipment, schedule a new installation, and navigate cancellation processes.

UTOPIA Fiber’s marketplace today includes 19 residential ISPs, giving customers real flexibility with month-to-month terms and access to speeds up to 10 Gigabit, a tier that is unique at this moment in the U.S. residential market.

The technology behind the experience

As demand for higher speeds grows, UTOPIA Fiber continually evaluates its network equipment. As an open access operator, they maintain a vendor-neutral approach and routinely evaluate multiple options to ensure they are meeting operational, technical, and customer-experience needs. In 2024, the organization ran a formal procurement process to identify ONT solutions that could support its evolving product lineup, including a new and highly successful 2.5 Gigabit tier. Genexis was selected through that process after meeting the technical requirements and demonstrating hands-on operational benefits for their installation workflows.

Designed for efficiency and customer experience

Jeff highlights that the Genexis ONT design immediately stood out:

We really like the form factor. We really like the FiberTray and how it slides and clicks into place. Our field services team has found that mounting the FiberTray and installing the ONT can save an estimated 15 to 30 minutes per install in many common scenarios.”

That time saving directly translates into operational efficiency: more installs per day per technician, reduced strain on field teams, and faster delivery for end customers.

But installation efficiency is only part of the story. The aesthetics and footprint of the Genexis device also matter. “People are particular about their homes. The in-home equipment is a visible part of the customer experience with UTOPIA Fiber, so we care a lot about size, fit, and finish. The compact and tidy design compares well with other options we’ve evaluated and aligns with what homeowners typically prefer.”

Technical partnership that scales

Jeff emphasizes that the cooperation with Genexis extended beyond hardware:

Your teams have been great to work with. When we’ve needed support to enable certain features or ensure our systems integrate with the device for this deployment, Genexis has been responsive and helpful.”

This combination of product quality, installation speed, and collaborative integration helped make the Genexis solution a strong fit for this phase, supporting UTOPIA Fiber’s vision for scalable, long-term fiber access across diverse communities while maintaining a vendor-neutral operating model.

Building a better digital future for communities

Access to highspeed broadband is more than just convenience. For Jeff, it’s personal. Growing up in rural Texas, the internet shaped his opportunities and connections. Today, he wants the same access for underserved communities across the country.

“Somebody who lives in a more rural area of America shouldn’t be limited in what their opportunities are.”

The Open Access model ensures that communities, large or small, can access world class infrastructure with the freedom to choose their ISP. As UTOPIA Fiber expands its reach, its impact continues to grow. From local governments to end users to ISP partners, the network is proving that high quality, future-proof broadband can be delivered in a way that is fair, flexible, and built to last.
